Advertising Director Needed!

A retail sales business has a TV commercial, an announcement played to people who call in and are put on hold,a website and other software that is used to play advertising at home shows. The former location and photos of it was the feature of the above items. The business has moved down the street about a mile and somewhat changed its name. The business owner feels that all of this advertising must be replaced to feature the new location, new name, new address. They want to entirely replace the previous media. What is the agency's obligation here? To pay to shoot a new TV commercial, on hold CD and so on? This does not seem to be an area where a new address can be inserted to replace the old one.
