Existing ROW to be acquired by Public Agency

Existing ROW to be acquired by Public Agency

The property is an existing private access (vehicular) ROW that is part of a larger roadway parcel (numerous roads make up 1 larger parcel). This is currently privately owned and a local DOT wants to acquire a portion of this existing ROW. The ROW has been used by the public for years, although it has been privately owned. There are numerous waterline easements and utility easements running thru this existing ROW. Surrounding uses include Agriculture, Residential, and some Industrial/commercial. The area (land use) has been transitioning from Agriculture to Urban. The DOT needs an appraisal to acquire this portion of the ROW.

Looking for any sources and information regarding methodology, case law, or experience in developing what the larger parcel is and appraisal valuation techniques for this scenario?
