Impact of increased construction costs

Impact of increased construction costs

A redevelopment agency development plan on a private property conflicts with a proposed sewer easement. The result is that there may be increased construction costs involved in the redevelopment plan as a result of the sewer easement alignment. Neither the redevelopment plan nor required change in zoning is approved but approval is anticipated. Does anyone have any leads to case law or other resources addressing whether &/or when does the impact on prospective increase in construction costs on a redevelopment agency conceptual project to be developed privately on private land become a compensable item? :?:
