A displaced homeowner had in his basement a workshop where he had several machines (table saws, sanders, dust collection system) that he used for his woodworking hobby. The machines were obviously not included as part of the real estate. He moved to a new home and needed to upgrade the electrical system to make these machines work. The scope of these upgrades were reasonable and necessary(i.e., dedicated outlets, subpanels, etc.) He got two estimates for the work which seemed reasonable as well. The displacing agency seems to think that these expenses would only be eligible if he were operating as a business. My read of 49 CFR 24.301(g)(3) is that these are covered for a residential move as well. Any thoughts? By the way, he also had a refrigerator in the basement and needed an outlet installed for that as well.
