I have a neighbor that lives outback across a dirt road, which is the paper road. He uses the road for access to his driveway. He also puts his trash on my side of the road on my property and never puts it out. It's all over the place. The township is telling me that because it is really a paper road that they can not get him to put his trash on his property. but isn't a paper road a road that no one uses on a daily basis. He also has access from another driveway to the other street on the opposite side of the property.
