Right of Way Manual Development

This forum is for discussing concepts, practices and procedures related to the field of property management. Topics can include: interim rental and clearance of buildings on properties acquired for rights of way for public and quasi-public purposes, including airports and ports; disposal of real property interests including conveyance of easements, or other interests, necessary for the relocation of streets or utilities; and acquisition, development, leasing of property held by public or quasi-public agencies including multi-use or joint use of rights of way and other real property holdings.

Right of Way Manual Development

Hello All.

I work for a pipeline company and have been charged with developing a Right of Way process and procedure manual. DOes anybody know where I can buy one to customize, or templates? ANy ideas woudl be greatly appreciated.

We did away with procedure manuals many years ago and went to flowcharts. Manuals are discoverable in litigation for one thing. It also seemd that everyone up the line wanted to revise this word or that word, change a phrase here, etc. Reviewing the procedures and words that go with them can be a time killer.

Also, an experienced agent sometimes by-passes procedures or adds steps or reviews as best fits a particular situation. Flow charts are more flexible in that respect and easier to revise as the organization changes.

I am in the process of developing a "manual" for R/W agents in our company. We are a private elcetric & gas company, with both transmission and distribution facilities. Most of my manual deals with electric & gas operations, (equipment, requirements, etc.) and primarly, safety. Send me an e-mail and I will be glad to offer what I have.

You can contact the International Right of Way Association @ irwaonline.org. Members have access to the online manual.

I forgot in my previous reply to suggest contacting the folks at South Florida Management District.

The absolute BEST procedure manuals I have ever seen in my career were those done at South Florida Management District when Thomas Fratz was the Director of the Right of Way Division. Awesome!
